In 1997, more than 150 nations signed the Kyoto Protocol. Although it lacked specifics on how countries would implement emission-reducing efforts, it was at least the first step towards building a global consensus on managing this issue. Three years later, George W. Bush completely pulled the U.S. out of the agreement.
