The Presidency of the U.S. Government.

The framers of the U.S. Constitution intended to assign more power to Congress than to the presidency. Bearing in mind that Americans had waged revolution against monarchy, the framers intended to put a check on presidential power and gave Congress the power to override a presidential veto and to impeach and remove a president.
