Lawrence Lessig, in "Cyberspace Constitution, Draft 1.1" argues that the Internet has lost its original unregulated-able architecture. In "The Digital Divide in the Liberal State: a Canadian Perspective", William F Birdsall argues that the digital divide will persist in Canada despite the efforts of both public policy and the market.
