This paper contains two separate case studies. The first one argues that a man convicted of fraud who has suffered a serious stroke should be sentenced to house arrest rather than to a prison because sentences should place criminals in the "least restrictive environment" possible to ensure public safety. The second case study argues that restraint is a better model then rehabilitation for punishing criminals.
