Initially, the historic Canadian policy, of import substitution, the 'National Policy' is introduced. Subsequently the free trade negotiations and agreements of the 1980s and 1990s (the FTA and then NAFTA) and their consequences for Canada are considered. 12pgs. Bibliography lists 15 sources.
