This paper will argue that - given the complexities of the intersection of pollution and the economy - it is difficult, if not impossible, to achieve a clear measure of the various impacts of pollution on the Canadian economy. It will be argued that, given that what economists term the "externalities" of pollution are difficult to measure clearly, there is a economically defensible need for government intervention even if it negatively impacts the economic health of the country. 6 pgs.
