This paper discusses ideas offered by Thomas Dye about policy formation and applies elite theory to the issue of education, showing how elites shape educational policy while the masses do not make their views known because they are apathetic and because they believe there is nothing they can do to overcome the power of the elite, power which shaped the current policy.
