This paper explores the conditions which led to the genocide in Rwanda in 1994. The conflict between the Tutsis and the Hutus was generated from socio-cultural differences and was promoted through a revolt of the Hutus in 1959 and the return to power by the Tutsis in the 1990s. This paper explores mechanisms used to promote equity and suggest changes to the legal and judicial strategies.
