This paper investigates the factors that have lead up to the current energy shortage in California. This includes addressing the process of deregulation, the effects of the population and energy demand in California, and the problems that resulted from the closing of energy facilities such as Pacific Gas &" Electric and Southern California Edison. This paper shall conclude in examining the plan for recovery that has been proposed for Southern California. In order to thoroughly examine this issue, a background is provided that explores the process of energy deregulation on the national and the state level, but the primary focus of this paper is on the 2001 and the 2002 (current) energy crisis in California. 30 pgs. bibliography lists 15 sources.
