This paper develops a proposal for comparing two Baltimore housing programs, the Dollar House program from the 1960s and the current Project 5000, to see if the two can be complementary, with the view that the two programs should be made complementary and should consume empowerment zone money to revivify neighborhoods and also to diversify home ownership to the extent possible.
