A constitution is a written document that sets forth the fundamental rules by which a society is governed. For the purposes of this paper, the most important function of a constitution is the creation and delimiting of a political entity. This paper concludes that constitutions are not a cure-all but they function to allow states to rise above ethnic, geographic, and regional diversity.
