This paper is a detailed history and a predicted future of California's energy crisis. California's partially deregulated electric power industry has problems. Originally intended to reduce retail prices of electricity and improve the reliability of its delivery, the steps taken in California seem to have failed to meet both of these objectives. San Diego consumers' electricity bills soared beginning last summer as the rate freeze instituted as part of the state's deregulation plan came to an end for San Diego Gas and Electric Company (SDG&E) customers. Further north, rolling blackouts in California have left many businesses and homes without power for short periods, due to a shortage of power.
