Investigating Act 46: Transferring the Control of Education in Philadelphia.
This paper examines the need to reform the public school system in Philadelphia in respect to budget allocation. Currently, the city is facing a massive budget crisis which researchers suggest is growing increasingly worse despite attempts to patch the gap. On December 22, 2001, in order to help prevent the crisis from worsening and from harming the educational opportunities for the students, the state government stepped in to take control of the school system. This paper examines the reasons for this legislature in the form of a fact sheet, a media memo, a letter to the state governor, and a letter to a newspaper editor. 4 pgs. No bibliography.
